I cannot believe (I do believe) the Google rolled out the "we just consume USGIS data" excuse for why they re-labeled the Gulf of Mexico and Lake Ontario.
Apple and Google run the two largest maps providers in the US, probably the world. USGIS is one data source, and as clearly they have have shown they don't mind hiding or censoring map data (see China/Taiwan for one obvious case) changing the labels on the Gulf and Lake Ontario are choices.
Smarter people than me have pointed out that maps are incredibly political.
